Arkansas Delta Community Connections began in the fall of 2022 from a shared vision among members of the Arkansas Department of Health who recognized the need for stronger connection and collaboration between local leaders, healthcare providers, community organizations, and service agencies throughout the Arkansas Delta.
To help bring that vision to life, Amy Hale and Jacqueline White were asked to serve as the faces and chairs of ADCC, working to help bridge gaps between state organizations and the individuals and communities within each county. Since its founding, ADCC has grown into a regional network of members from across Arkansas who are dedicated to reducing disparities, strengthening communication, and expanding access to resources throughout the Delta region.
Today, ADCC hosts quarterly meetings that provide opportunities for networking, collaboration, resource sharing, and community-focused discussion — all with the goal of building a stronger, healthier, and more connected Arkansas Delta.

Jacquelyn White is a certified Community Health Worker, licensed Cosmetologist, and
Medical Nail Technician who owns and operates Sole Care. She is steadfastly committed to
advancing community wellness and cancer advocacy. Ms. White is also the founder and
community organizer of Pink Rubies in the Delta, through which she collaborates with the
Arkansas Cancer Coalition to promote cancer awareness, education, and health equity in
underserved communities throughout the Delta region. In addition, she serves as director of
Arkansas Birthing Project Soul to Soul.
As a survivor of triple-negative breast cancer, Ms. White brings both professional expertise
and personal experience to her advocacy. Her work is centered on empowering individuals
through education, early detection awareness, survivorship support, and culturally relevant
outreach. She is devoted to transforming survivorship into service and to ensuring that no
individual faces cancer alone.
Amy Hale serves as co-chair of Arkansas Delta Community Connections, where she also oversees the organization’s social media presence and website development. Passionate about communication, outreach, and community collaboration, Amy works to help connect organizations, leaders, and resources throughout the Arkansas Delta region.
Amy is actively involved in numerous community and nonprofit organizations across Eastern Arkansas. She is a dedicated member of the Junior Auxiliary of St. Francis County, where she has served on the executive board and as a committee chair. She also serves with the Cross County Hometown Health Coalition, managing the coalition’s social media and website while helping support outreach and community engagement initiatives.
Professionally, Amy works in marketing and community outreach for AnyWay Technologies and Star Creative Solutions in Wynne. She holds a Bachelor of Science in Psychology from Arkansas State University and has a strong passion for serving her community, expanding mental health access, and advocating for neurodivergent individuals and families.
Following a personal loss connected to addiction and substance abuse, Amy became a passionate advocate for addiction awareness, recovery support, mental health education, and breaking the stigma surrounding substance abuse and recovery services. She volunteers with organizations including Living Waters Recovery Ministry and The Compassionate Friends of Eastern Arkansas, helping strengthen their outreach, social media presence, and community awareness efforts. Amy first became involved with The Compassionate Friends after attending the organization’s annual Candlelight Ceremony. While she has not personally experienced the loss of a child, she felt deeply moved by the mission and wanted to help bring greater awareness and visibility to the organization and the families it serves. She often jokingly shares that she “lovingly bullied” chair Cassandra Maggitt into allowing her to launch the TCFEA Facebook page to help expand the group’s outreach and community connection.
Outside of her community work, Amy is the proud mother of four children — Ethan, Rowan, Madison, and Aubrey — who keep her busy and constantly on the go in her “free time.”
